Yes I'm serious. You know I hate the Taliban every bit as much as any American, but when it comes taking down the enemy in asymmetrical warfare it's not always pragmatic to set hard against hard. Not only because they have the advantage of being scattered and decentralized, it leads to polarization and makes them fight for their life, even harder.
Meeting them in this way would reduce their incentives to fight as hard and obviously reduce them in numbers.

If that's the case then obviously this strategy will prove unfruitful, and it obviously won't reach all of them. But as with most extremist cults, there's one or two central figures, a number of hardcore followers and a number of not-so-hardcore followers and a few at the margins that do it out of simple peer pressure. If we can reach those on the edges it'd be a success.

Doesn't have to be in the US.
I'd imagine he'd have an eye kept on him to make sure his money isn't reaching any suspicious destinations, but I don't think that would be necessary all the time. As I said, in a group of fanatics, there are the hardcore followers and the less-hardcore followers. If they'd get out they're out and wouldn't want to go back.

This is not an entirely new idea, this has been going on for years with organized inside of the US.

Those are isolated bribes, and I can tell you that more than likely most of that money went to fund terrorism.
