Who pays for this?

VBulletin charges $160 to own their forum software or $85 per year to lease it. Who's paying for this? How? Why? Should I be worried about something?

We are part of a small hosting and domain registration company trying to provide a place for people to exchange ideas, no matter how ridiculous they may sound from time to time.
We paid for the software and maintain the server.
