The "Minimum" Call out is a computer voice (same for the altitude call-outs 100, 50 ,40...) by the GPWS( Ground Proximity Warning System) - Minimums is a height set on the Radio altimeter. To make it simple: On bad weather conditions, if the Runway isn't insight by reaching the minimums, the pilot has to make a Go-Around! The Minimum are defined on the approach charts
